Chief Anthony Holloway convened a Command Review Board to deal with two incidents involving St. Petersburg Police Officers. Video links to the video used in the investigations are included.

Chief Holloway will be available for media interviews at 11 a.m. today, in the Media Room, Police Department Headquarters, 1301 1st Avenue North, St. Petersburg. Please use available street parking and meet in the main lobby.

1. On April 5th, 2019, K-9 Officer Matthew Kirchgraber was assisting a Pinellas County Sheriff's Deputy in the arrest of Tyrin Thompson at 4701 4th Avenue South. Officer Kirchgraber was accused of using an unnecessary amount of force during the arrest when he delivered three "distractionary blows" to the left side of the arrested subject. The arrest was captured on home security video that the family brought to the attention of the police department.

The Board sustained the charge of use of improper procedures for his use of the blows. He was disciplined with an employee notice and must receive training on proper use of force. His employee notice is attached with further details.

2. On May 6th, 2019, David Baker fled police in a pickup truck after an attempted traffic stop. After a short track by the Pinellas Sheriff's helicopter, Baker stopped the truck and attempted to flee on foot. He says he was surrendering to officers and following their commands with his hands in the air, when he was tased by Officer Andrew Viehmann.

The Board sustained the charge of unnecessary use of force against Officer Viehmann. He was disciplined with an employee notice and a two week unpaid suspension. He must also undergo training for proper use of force.

Officer Maranville was also present at the arrest and was sustained for improper procedures. He received discipline of an employee notice.
