Incident: Traffic Fatality Crash

Location: Intersection of 5th Avenue North and 8th Street North

Date / Time of Incident: September 23rd, 2018 @ 0222 hours

Brief Description of Incident:

A 2015 motor scooter, being driven by Vallis Ann Oswain (W/F, 08/18/1960) and occupied by a rear passenger, Daniel Jay Foreman (W/M, 08/24/1988), was northbound on 8th Street North and approaching a green light at the intersection of 5th Avenue North. A 2012 Volkswagon Jetta, being driven by Harshit Srivastava (O/M, 04/13/1988) was westbound on 5th Avenue North, approaching a red light at the intersection of 8th Street North. Srivastava ran the red light and drove into the path of Oswain. The front of the scooter struck the driver's side of Srivastava's vehicle, throwing both Oswain and Foreman to the roadway. Oswain was transported to Bayfront Health St. Petersburg where she was pronounced dead. Impairment was not a factor in the crash and the investigation is ongoing.
